Foster - to - Adopt


The Foster - to - Adopt Program is a flexible placement technique that ensures foster children develop in a stable environment. Through this program, children are placed in foster care arrangements with families who are interested in potentially adopting them should they become legally available. This program strives to reduce movement between foster homes and provides children stability, permanence and lasting attachments with their foster family.

Eligibility

Anyone eligible to apply to be an adoptive or a foster parent may apply:

Residence

Resident of Alberta at time of application, home assessment, and placement.

Marital Status

Any adult regardless of marital status may apply. However, family composition factor considered when 'matching' a child.

Age

Minimum- 18 years old. Maximum - determined by the best interests of the child.

Health

Physically and mentally capable of meeting the child's needs.

Financial Circumstances

Applicants should be living within their means and be financially secure as foster care reimbursements only cover the child's needs.

Note: Parents considering this option are approved as both Foster and Adoptive parents at the time of their home assessment.

Getting Started

  • Become approved as either an adoptive or foster parent.
  • Alternatively parents who are already approved as either adoptive or foster parents may have their approval updated to allow them to be placed with a child in a Foster - to - Adopt arrangement.

Note: Children placed in this type of arrangement are not legally available for adoption. There is an element of risk of the possibility of eventual return to the parent(s) or of continued placement without the child ever becoming available for adoption.

Frequently Asked Questions

Q: What percentage of the children in Foster - to - Adopt placements are eventually adopted?
A: Because we tend to be very cautious in using this program, about 90% of the children placed in this arrangement are eventually adopted by their foster parents. Your worker will advise you of the anticipated risks at the time the placement is being proposed to you.
