Redesigning Children's Services
In April 2003 new boundaries for Child and Family Service Authorities came into effect throughout Alberta.
The previous 18 regions were reduced to 10. Calgary and Area brings together the
former Windsong, Calgary Rocky View, and Wheatland County area of Hearthstone Child and Family Services
Authorities.
The Calgary Rocky View and Hearthstone Authorities received delegation for mandated and preventative
Children's Services under the Child and Family Services Authorities Act in 1998; Windsong received
its delegation in 1999. This was the result of three or more years of planning and extensive community
consultation in each jurisdiction. This work was based on the provincial report 'Focus on Children' issued
in November 1994 by the Government of Alberta in consultation with the Commissioner of Children's Services.
The report proposed that communities should have a direct say in planning and delivering services and established
a framework for the redesign of Children's Services based on four strategic objectives or 'pillars':
Community-based Services
Early Intervention
Integrated Services
Improved Services to Aboriginal Children
